Conditional solidarity, Europeaness, and state-building during EU refugee crisis in Serbia

After more than a decade of Serbia’s investment in the EU integration, its citizens are still imagining their national identities from externally assigned position of ‘flawed’ Europeans. In the context of ongoing refugee crisis in Europe, Serbian government and news media manage this dual position by strategically deploying different meanings of “refuge,” “asylum-seeker,” and “immigrant” to reinforce the existing social hierarchies. Consequently, these migrant groups are represented simultaneously as suffering non-Europeans, treat to state order, temporary visitors, and an evidence of Serbia’s empathy and European spirit. This presentation will map these discursive images, their implications, and development in relation to Serbia’s general political, cultural, and legal regulation of migration flows since the fall of post-socialist regime.

Jelena Petrovic, assistant professor of communication and media studies researches online news media as representation of national imaginaries; mediating influence on identity politics across diverse and international contexts; and the discursive tensions between media structures and audiences’ need to participate in institutional meaning making. Her teaching includes interdisciplinary, co-taught Freshman Learning Community courses as well as courses in media history, media criticism, visual communication, nonverbal communication, public speaking and quantitative research methods. She possesses global media expertise through her research as well as journalism experience through working for newspapers in both Serbia and the United States.
